ERGO Network response to the Spring Package 2020

ERGO Network response to the Spring Package 2020

On 20 May 2020, the European Commission published the so-called Spring Package, comprising the 28 Country-Specific Recommendations 2020 (including the United Kingdom), and the accompanying Communication on Country-Specific Recommendations, in the framework of the 2020 European Semester.

Together with its national members, ERGO Network has reviewed the Package, to see to which extent it explicitly mentions Roma rights and inclusion, as well as other key issues, such as ethnic minorities, discrimination, racism, and the role of civil dialogue.

Essential elements & thematic targets under the 2020 EU Roma Strategic Framework

Essential Elements & Thematic targets under the 2020 EU Strategic Framework for Roma Equality, Inclusion and Participation and National Roma Integration Strategies

➢ It is essential that the new Framework has concrete common objectives (headline targets) at EU level, which Member States can then translate into national targets (on the model of Europe
2020).
➢  Progress towards the targets needs to be monitored at EU level according to a joint methodology (similar to Europe 2020, the Open Method of Coordination), where Member States submit progress reports that are assessed at EU level, with policy triggers and recommendations based on indicators.

EU RECOVERY PLAN. THE CASE OF ROMA IN MEMBER STATES, ENLARGEMENT AND NEIGHBOURHOOD COUNTRIES

EU RECOVERY PLAN. THE CASE OF ROMA IN MEMBER STATES, ENLARGEMENT AND NEIGHBOURHOOD COUNTRIES

During and after the pandemic, Roma will continue to be Europe’s most vulnerable community to health risks, social and residential segregation, deeper poverty, social exclusion, antigypsyism and mental health problems, unless they become a priority of the any emergency, mid and long-term recovery plan.
It is critical to recognise that the human rights and socio-economic crisis particularly for vulnerable groups will not be over after the end of the Covid-19 pandemic. It is also essential to recognise that Roma have been experiencing a crisis all along, not only now with the pandemic and that short-term patched solutions for vulnerable communities will not resolve the overall long-term consequences of this current crisis.

The effects of Covid-19 on Roma communities in EU Member States and Enlargement and Neighbourhood Countries – ERGO Network

The effects of Covid-19 on Roma communities in EU Member
States and Enlargement and Neighbourhood Countries – ERGO
Network

Despite the massive lack of data on the situation of Roma during the pandemic, reports from our members and partner CSOs that we have used to prepare this document indicate a huge, disproportionately negative impact of both the pandemic and the security measures associated with it on Roma communities across Member States, Enlargement and Neighbourhood Countries, aggravated by long-term systemic discrimination and antigypsyism.

Strengthening Roma participation under the 2020 EU Roma Strategic Framework

Strengthening Roma participation under the 2020 EU Strategic Framework for Roma Equality, Inclusion and participation and NRIS

Article 11 of the Treaty of the European Union (TEU) specifies that EU institutions “shall, by appropriate means, give citizens and representative associations the opportunity to make known and publicly exchange their views in all areas of Union action” and “shall maintain an open, transparent and regular dialogue with representative associations and civil society”.

The right to participation in public affairs is also recognised in Article 25 of the International Covenant on Civil and Political Rights and was recently reaffirmed in the Council of Europe Guidelines for civil participation in political decision-making, as adopted in September 2017 by the Committee of Ministers. One of its components is civil participation, which the guidelines define as “the engagement of individuals, NGOs and civil society at large in decision-making processes by public authorities”.
